SUMMARY

I commend the Garnaut Review Secretariat onits strong stance, its strong proposed scheme and recommended strong emissionsreduction targets.

 

TARGET AND TRAJECTORIES

A key part of the success of the scheme bothenvironmentally and economically is firm adherence to a set of trajectorieswhich are known in advance. One can imagine that various lobby groups andpolitical donors might seek to persuade future governments to relax or abandontrajectories. One can imagine insider trading based on knowledge of impendingtrajectory change.

 

What legislative or constitutional meanscan be put in place to ensure that the process of changing trajectories is openand resistant to political expediency?...
